I never was one for much book-learning, so it should surprise no-one that I am confused about this latest development. Remember when Barry was laughed at and ridiculed when he announced he was instructing all depts. to come up with cost-cutting measures that would trim a whopping $100M from his $3.6 trillion budget? Remember old Gibbsy hooting that it was a lot of money where he came from? Well, I guess that this week it is back to being a drop in the bucket, seeing as San Fran Nan and her gang have snuck in an extra $90M for themselves for walking around money for 2010, an election year.
The House wants to increase Members’ office budgets next fiscal year by almost 15 percent, partly because 2010 is an election year and lawmakers anticipate a surge in franked mail.
Belt tightening for thee, not for me!

There is only one problem with this rationale; incumbent candidates are not supposed to use public resources for their campaigns. We have laws against that, and every blue moon someone gets investigated for it.
Yep, the incumbents intend to use taxpayer money to increase their chances of re-election. Except they don’t. It seems that when they said “election year” they didn’t actually mean “election year”, or something…
But House officials contend that they use the phrase “election year” without meaning to draw a link to the election. The phrase is “generically used to reference the second year of a Congressional cycle,” said Jeff Ventura, spokesman for CAO Dan Beard.
